Sets the availability of secure SSL communication between the POA and CAP clients. Valid settings are enabled and disabled. CAP uses TLS (Transport Layer Security) to negotiate the SSL connection. See Section 36.3.3, Securing the Post Office with SSL Connections to the POA.
