Every NetWare server must have a valid license for the number of users who access the server. You have two licensing options when installing a server:
Use the MLA license included on the NetWare installation CDs in the /LICENSE folder.
You can use the same license files for all NetWare servers.
Install without licenses: You can install the server without licenses; however, an unlicensed server allows only two user connections.
After installation, you can use the Novell iManager utility to install the MLA license included on the installation media.
To use iManager to install the MLA license:
From a Windows or Linux machine, use the iManager plug-in to connect to the NetWare server.
NOTE:The licensing plug-in for iManager is incompatible with the Novell browser found on the server. You must use a Windows or Linux machine to connect to the server through iManager.
Open a Web browser to the following URL:
https://svrname.example.com/nps/iManager.html
Replace svrname.example.com with the actual DNS name or IP address (such as 192.168.1.1) of the NetWare server.
On the iManager Login page, log in as an Admin user or equivalent.

To implement the licensing option of your choice:
