Explanation:  This error occurs if the Inventory database is not up and running.

Action:  Before organizing the database spaces on the server, ensure that the Inventory database is loaded. Follow the instructions in Organizing the Database Spaces for a Sybase Database on NetWare or Windows NT/2000 Servers (AlterDBSpace Tool) in Workstation Inventory in Administration.
