Virtualized NetWare running on a Xen-based virtual machine does not use DOS, nor does it use the NetWare boot loader; it uses the XEN loader to load the operating system.

When you issue the Down or Halt command on a virtualized NetWare server, the Virtual Machine is unavailable to restart. You need to use the following Xen commands at the host console to bring it back up, and then initialize or open the console window.
xm new virtual_server_name
In the SET controls, you will not find the Down commands to cause the machine to drop down to DOS rather than shut off because there is no DOS to drop down to. There is also no ACPI module that controls any alternate behavior of commands like Down and Shutdown because none of that is present on a Xen-based Virtual Machine.
The Platform Support Module (PSM) module controlling the multiprocessor capabilities is a Xen-specific PSM that is neither MPS14 nor ACPI (although it is closer in functionality to the former than to the latter). Because the SET parameters for Down are registered by the ACPI module, and that module is not loaded on the virtualized NetWare server, you do not see those parameters display on the list of SET commands.
After stopping a processor on a virtualized NetWare server, you cannot restart the processor.
To bring it back up, you must shut down the virtual machine and restart it.
Use the following Xen commands at the host console to shut down the virtual machine, bring it back up, then initialize or open the console window.
xm shutdown virtual_server_name
xm new virtual_server_name
When you enter the version command at the system console prompt of a server running virtualized NetWare, you will see a virtualization indicator (v) added to product version string.
