Possible Cause:
The Printer policy supports only .inf drivers.

A .inf type driver along with all the dependent files can be zipped or tarred and uploaded using the policy. If you have a self-extracting exe, extract it to a temporary location, compress it into a .zip file, then distribute it through the policy.
